Arizona Snowbird? Medicare and Travel Coverage Explained
Original Medicare works with any provider that takes Medicare in any state, while most Medicare Advantage plans in Maricopa County are built around local networks. Here is how to choose coverage when you live in two places, and what to do about trips abroad and visiting family.
Key takeaways
- Original Medicare works with any doctor or hospital in the U.S. that accepts Medicare, which is why many snowbirds pair it with a Medicare Supplement.
- Most Maricopa County Medicare Advantage plans for 2027 are network plans: 29 HMO and 7 HMO-POS plans, compared with 14 PPO and 2 Regional PPO plans (not counting Special Needs Plans).
- Medicare Advantage plans cover emergency and urgent care anywhere in the U.S., but routine care away from home usually needs a PPO or a plan with a travel benefit.
- Medicare generally does not pay for care outside the U.S. Medigap plans C, D, F, G, M and N pay 80% of foreign emergency care after a $250 deductible, up to $50,000 in a lifetime.
- Family visiting you in Arizona from another country are not covered by your plans; they need visitor travel medical insurance of their own.

The short answer: if you spend months of the year somewhere other than Arizona, the kind of Medicare coverage you choose matters more than almost anything else on the plan. Original Medicare follows you to any provider in the country that accepts Medicare. Most Medicare Advantage plans in the Valley are built around a local network and only cover emergencies and urgent care when you are away.
The East Valley fills up with winter residents every year, and many full-time Arizonans also spend summers somewhere cooler or with grandchildren in another state. Both groups ask us the same thing: what happens if I need a doctor when I am not home?
This guide covers how each type of Medicare coverage works across state lines, what happens on a trip abroad, and how to cover parents or relatives who come to visit you in Arizona.
Does Medicare work in every state?
Original Medicare does. Parts A and B are national programs, so any doctor, hospital or clinic in the U.S. that accepts Medicare will take your card whether you are in Chandler, Minnesota or Florida. If you have a Medicare Supplement, it follows Original Medicare and pays its share wherever Medicare pays.
Medicare Advantage is different. You join a plan that serves a specific area, and the plan decides which providers are in network. You are covered for emergencies and urgent care anywhere in the country, but planned care, such as a specialist visit, physical therapy or a scheduled procedure, is normally expected to happen in your plan's network.
| Coverage | Emergency and urgent care away from home | Routine care away from home |
|---|---|---|
| Original Medicare with a Medigap plan | Covered by any provider that accepts Medicare | Covered by any provider that accepts Medicare |
| Medicare Advantage HMO | Covered | Generally not covered unless the plan has a travel or visitor benefit |
| Medicare Advantage HMO-POS | Covered | Some out-of-network care, usually at higher cost; check the plan |
| Medicare Advantage PPO | Covered | Out-of-network care usually covered at a higher cost share |
What kinds of Medicare Advantage plans are in Maricopa County for 2027?
Most are network plans. Of the 52 Medicare Advantage plans in Maricopa County for 2027 (not counting Special Needs Plans), 29 are HMOs and 7 are HMO-POS plans, compared with 14 PPOs and 2 Regional PPOs.

That does not rule out Medicare Advantage for people who travel. A PPO lets you see out-of-network providers who agree to bill the plan, at a higher copay. Some plans add a travel or visitor benefit for members who are away for several months. The details live in each plan's Evidence of Coverage, and they can change from year to year, so check the 2027 documents rather than last year's.
Am I covered if I get sick outside the U.S.?
Usually not by Medicare. Original Medicare pays for care outside the U.S. only in rare cases, such as certain emergencies where a foreign hospital is closer than the nearest U.S. hospital that can treat you. A trip to Mexico, Canada or overseas should be planned on the assumption that Medicare will not pay.
Many Medicare Supplement plans include a foreign travel emergency benefit. Medigap plans C, D, F, G, M and N pay 80% of the billed charges for certain medically necessary emergency care outside the U.S., after a $250 deductible for the year, up to a $50,000 lifetime limit. The emergency must begin during the first 60 days of the trip.
- Share Medigap pays for foreign emergency care
- 80%
- Yearly deductible before it pays
- $250
- Lifetime limit
- $50,000
- Emergency must start within this many days of the trip
- 60 days
Some Medicare Advantage plans also include worldwide emergency coverage as an extra benefit, often with an annual cap. Because it is an extra, not a Medicare rule, the amount varies by plan and can change on January 1. For a cruise or a long trip, a separate travel medical policy fills the gaps and usually adds emergency evacuation, which can cost far more than the hospital stay itself.

What coverage do visiting parents or relatives need?
Their own. Your Medicare, your Marketplace plan and your employer plan do not cover a relative who is visiting from another country, and their home country's coverage often pays little or nothing in the U.S. Visitor travel medical insurance is designed for exactly this: a short-term policy that pays for new illnesses and injuries during the visit.
- Buy before the trip starts. Most visitor policies cannot be bought once the traveler has already arrived or become ill.
- Read the pre-existing condition terms. Many plans exclude ongoing conditions or cover only a sudden flare up, and only to a limit.
- Choose a limit that matches U.S. prices. A hospital stay in the Phoenix area is billed at U.S. rates, not the rates the visitor knows at home.
- Know how claims are paid. Some plans pay providers directly; others reimburse the traveler later.
Is trip cancellation insurance the same as travel medical insurance?
No. Trip cancellation and interruption coverage reimburses prepaid, non-refundable trip costs if you have to cancel or cut a trip short for a covered reason, such as illness. Travel medical insurance pays for treatment while you are away. Many travel policies bundle both, but some sell only one, so check which you are buying.
Travel medical
- Doctor and hospital bills during the trip
- Emergency medical evacuation, on many plans
- Most useful outside the U.S., where Medicare does not pay
Trip cancellation and interruption
- Prepaid flights, cruises and tours you cannot use
- Covered reasons are listed in the policy
- Most useful for expensive, non-refundable trips
The bottom line
If you split the year between Arizona and somewhere else, decide how you want care to work away from home before you pick a plan: Original Medicare with a Medigap plan goes anywhere in the U.S., while most Maricopa County Medicare Advantage plans are network plans that cover emergencies away from home. For trips abroad, and for family visiting you, plan on separate travel medical coverage.
Frequently asked questions
Does my Arizona Medicare Advantage plan cover me in another state?
For emergencies and urgent care, yes. Routine care out of state is usually covered only by PPO plans (at out-of-network cost sharing) or by plans with a specific travel benefit. Check your 2027 Evidence of Coverage.
Which Medigap plans cover emergencies abroad?
Plans C, D, F, G, M and N pay 80% of certain emergency care outside the U.S. after a $250 yearly deductible, up to $50,000 in a lifetime, for emergencies that begin in the first 60 days of a trip.
Does Medicare cover me in Mexico?
Generally no. Original Medicare pays for care outside the U.S. only in rare situations. A Medigap foreign travel benefit, a Medicare Advantage worldwide emergency benefit or a travel medical policy can fill that gap.
What insurance do my parents need when they visit me in Chandler?
A visitor travel medical insurance policy, bought before the trip. Your own health plans do not cover visiting relatives, and coverage from their home country often pays little in the U.S.
